At the recent work promotion meeting for the "Three Major Transformations" in Henan Province, it was learned that to accelerate the green transformation, intelligent transformation, and technological transformation of enterprises across the province, Henan will speed up the promotion of intelligent manufacturing and plans to have 40,000 enterprises "go to the cloud" this year.
Currently, Henan Province has established a dynamic project database for the "Three Major Transformations", with 1,212 projects included and a total investment of 513 billion yuan. Due to the accelerated promotion of intelligent manufacturing, the year-on-year growth rate of technological transformation investment in Henan reached nearly 50% in 2017, at 48.3%. In the first quarter of this year, the province's technological transformation investment grew by 92%, accounting for nearly 20% of industrial investment.
According to the deployment, Henan will continue to increase support for transformations such as "replacing humans with machines" and "enterprises going to the cloud" this year, planning to achieve the application of more than 20,000 robots in key industries and key positions within three years, build 150 intelligent demonstration factories, 300 intelligent demonstration workshops, and 1,000 intelligent demonstration production lines, while striving to achieve 40,000 enterprises "going to the cloud" this year.
The support measures for intelligent transformation formulated by Henan Province include prioritizing locally produced intelligent equipment products for government procurement, supporting major projects with special funds, allowing recognized intelligent transformation enterprises that meet standards to be exempt from staggered production requirements for industrial enterprises, and providing commitment systems for eligible "zero land increase" intelligent transformation projects.
For "enterprises going to the cloud", Henan Province will coordinate with basic telecommunications operators and cloud platform service providers to ensure that the overall discount rate for network fees, cloud resources, and cloud software costs for "enterprises going to the cloud" is not less than 30%, and encourage the use of methods such as "cloud service vouchers" to subsidize enterprises that "go to the cloud".
